Actually, it is more fantasy than reality. I don't think he actually witnessed the tsunami wave he was depicting. Despite being very successful in life, he was in poverty at the time, and old, so he was grasping at straws, doing anything that he thought might gain popularity. It was kind of a copy of two works that came 30 years before. He just did it better than anyone else.

GIFU is an attempt by Ray to actually make a crypto that has some kind of utility unlike pretty much all of them, and so far it is working well. It is riding on the meme craze. RUG is investing all money in various defi projects and then bringing the profits back to Hive to pay as dividends. I'd say both RUG and GIFU are worth buying.
