1. Softbank Completes Blockchain Test for Cross-Carrier Mobile Payments

Japanese telecoms giant Softbank Corp. has completed a blockchain proof-of-concept (PoC) that allows P2P mobile payments across different carriers.
Softbank said on Wednesday the technology was developed in partnership with blockchain startup TBCASoft, as well as Synchronoss, a Nasdaq-listed firm that delivered a SMS-replacement communications protocol called Rich Communication Service (RCS) in Japan.
Based on the announcement, the partners jointly created the blockchain-based PoC, which notably integrates RCS with a distributed network deployed across participating carriers.
The system is intended to be deployed among mobile carriers in an effort to replace the traditional SMS text messging system with a richer pool of features, such as sending multimedia content, documents and voices calls via carrier networks instead of mobile apps.
Softbank further explained that, with a distribute network as a underlying technology, users can send funds stored in their wallets within the RCS system from one carrier to another in a peer-to-peer fashion – which would be especially useful when traveling abroad.
Softbank Corp. vice president Takeshi Fukuizumi commented in the announcement:"This RCS and blockchain based mobile payments PoC demonstrates the value operator-led services can deliver. Not only do we foresee our new mobile payment service empowering merchants to operate digitally, and at a scale that was previously only available to big brands, but it will also give our customers more flexibility when it comes to their purchasing and traveling habits."

2. China's Central Bank-Backed Blockchain Trade Finance Platform Pilot Kicks Off in Shenzhen
A new trade and finance blockchain platform, backed by the People's Bank of China (PBoC), has started official pilot operations in Shenzhen, local news outlet 21jingi reports September 12.
The “Guangdong, Hong Kong and Macao Dawan District Trade Finance Blockchain Platform” aims to provide a blockchain-powered ecosystem for cross-border trading across Guangdong, Hong Kong, and Macau Bay Area. The platform is reportedly being jointly promoted and organized by the PBoC’s Central Bank Digital Currency Research Lab and the Central Bank Shenzhen Central Branch.
21jinji cites Xu Honghui, vice president of the transaction banking division at Ping An Bank, as saying that:
"Previously, trade financing costs for micro- to medium-sized enterprises were about 7 percent to 8 percent, but the blockchain system could cut the cost to less than 6 percent."
Honghui added that the more data added to the platform — which includes credit, business, third-party assessment, and judicial department data — “the safer the blockchain.” The platform could potentially in the future be connected to the government supervision and logistics information systems to further tackle issues of information asymmetry and inadequate data sharing, both domestic and overseas.
The first phase of the platform’s trial operation is reportedly being run to provide supply chain financing, aiming to resolve hurdles that face small and micro enterprises whose credit accumulation lacks the sufficient data to credibly secure financing from financial institutions.

3. Indian Government Approves Bank's Blockchain Research

The Republic of India may be taking a deeper look at how it can use blockchain technology.
India's Union Cabinet – an executive decision-making body composed of senior government officials and led by Prime Minister Narendra Modi – said it would allow the nation's Export-Import Bank (Exim Bank) to conduct research on distributed ledger and blockchain technology in partnership with banks in the BRICS economic bloc, of which India is a member, alongside Brazil, Russia, China and South Africa.
The approval is ex-post facto, meaning that Exim Bank has already signed a Memorandum of Understanding under the BRICS Interbank Cooperation Mechanism, the Business Standard reported.
As such, the research has already begun, and is being conducted with the Banco Nacional de Desenvolvimento Economico e Social from Brazil, the China Development Bank, Vnesheconombank from Russia and the Development Bank of South Africa, according to a statement.
Specifically, the banks "intend to enhance understanding of distributed ledger/blockchain technology, through the joint research efforts to identify areas within respective business operations where it may have the potential for applications aimed at enhancing the operational efficiencies," the Financial Express reported.
