Government based basic income creates another problem...dependence upon the government which is bad. That is not necessarily the answer either although, when medical, incarceration (the entire police/court system), and social programs are all tallied, odds are many countries are already paying for the basic income, just in different ways.

Indeed government already pays quite a lot. And for people without a job and back savings, they also provide a minimum wage (don't know the precise English word for that). And that's the big difference with a basic income, cause there everyone would receive such a standard wage from the government. And at the same time we could skip all kind of policies where poor people receive some money for this and for that.
