Is BitShares a DAO?

Shower Thoughts . . .

All the DAO hype and community run Blockchain hype is pretty gnarly and certainly an eye opener.

Blockchain everyday day seems to have increasing support and the overall capitalization of the market is certainly appreciating the new money flowing in.

When I look at OpenLedger, BitShares talk, and BitShares as a conglomerate -- it seems that this is pretty much a DAO. There are multiple projects and DAOs on the BitShares blockchain as well like Maker which is on both ETH and OpenLedger/Graphene tech.

Am I simplifying this? Does someone mind elaborating or is BitShares already doing what these people are excited about?
