I don't think they meant "permanently", and they only suspended yuan to crypto exchange. "由于监管机构并没有宣布比特币及数字资产本身非法，OKCoin币行将积极探索，努力争取，期望持续给中国用户提供合规的数字资产服务." It is a proactive rather than reactive action (since there is no official announcement from Bank of China). So there is lots of room for surprise down the road. The wait for a more regulated environment may be prolonged, but it won't be permanent. Not to mention decentralized exchanges are just around the corner :)
