The exchanges have updated their closing status and added the word "permanent" to the message. This is happening at a time when the People's Republic of China (PBoC) has not made any new announcements, but there have been rumors that the authorities have directly exchanged their shifts. Circulation document with title “北京互金整治办:比特币交易平台15日晚必须发公告明确停止交易时间” sets a deadline by which the exchanges will be notified by the end of September 15 by closing them. Where is the consolidated list of announcements so far:

Is this really going to be "permanent"
One of the main cultural differences between East and West is that China is striving to use a stronger language. Therefore, something "illegal" or "permanent" does not mean that it is always the case. We saw with the ICO a ban that, after being illegitimate, the Chinese national television station had a CCTV-13 function section where a Chinese official pointed out that the ICO ban was a "stop" rather than a "permanent ban." There is now a huge pressure on the 19th National People's Congress on October 19th to see things.
I don't think they meant "permanently", and they only suspended yuan to crypto exchange. It is a proactive rather than reactive action (since there is no official announcement from Bank of China). So there is lots of room for surprise down the road. The wait for a more regulated environment may be prolonged, but it won't be permanent. Not to mention decentralized exchanges are just around the corner :)
