RE: Would you rather have to always wear one thin cotton shirt only (doesn't have to be the same shirt everyday, is not see through and no other upper clothing layers ever), or only be able to use toilet paper that made you itch for two hours after each use?

Same answer. 2 hours = temporary. One shirt = freezing half of the year.
