Yes it is. Within steemit itself you can buy using blocktrades platform. Just press the "Buy Steem or Steem Power button" and it will open the BlockTrades website. Select Litecoin in Send and press "Get Deposit Address ". You will get an address where you could transfer LTC from bittrex and you will have corresponding steem in your address.
No you must sell your LTC for BTC then purchase STEEM with your BTC.
