There are a lot of them, they don't want to delegate it and don't want to upvote anybody. It makes me angry as well to see so many people getting voting power 100% without using it. Some of them even are well upvoted by others and dapps, but still not using it. Sometimes I think that there is something hidden that we don't know about, some reason that so powerful people are not upvoting others, or rarely using their power.

Maybe we should all try to reach out to them?I cannot think of a good reason at this moment to be honest. If the account isn't being used what good is it? I have tried reaching out to a few, among them @riverhead, @roadscape, but to no avail.
I'm not sure about @riverhead, but @roadscape delegates about 90% of his stake, which I think is a great thing to do.
I am trying to grow different red fish with my Minnow-ASAP initiative to strengthen the middle class on STEEM, so a delegation would come in handy. But most of the users I have contacted haven't replied or have declined the offer. It's a shame to see all that power go to waste.
