This video is an open enquiry. I'm seeking input to aid my understanding. I'll share my point of view and I then invite your contribution to the discussion. My job is just to point out what I see to start the discussion with the intention of getting at the truth.
The process for making changes to EOS
a. someone submits a proposal
b. token holders vote on it, 15% min participation
c. if vote passes block producers have to implement it
d. eosio system required 15 out of top 21 block producers to approve the change so the network stays in consensus (each block producer signals that they are ready to move to the new rule)There is a proposal to change the constitution for the EOS user agreement
a. never mind the content today, there is something more fundamental hereWhy are block producers starting to aprove this?
a. is this preparation in case the vote turns out yes? then the change could be made immediately?
b. that approach doesn't make sense to me since the top 21 block producers change all the time
c. meaning the only viable option in my mind is to wait until a vote is passed before block producers start approvingWhat I'm most concerned about is the optics of this. EOS is already a very sensistive topic.
a. there are a lot of people out there on hyper alert for anything they can grab onto which can be spun negatively
b. this situation is ripe for that
c. what would be great is if the top 21 block producers could comment on this and say why they are signalling their approval before the vote is complete, that would really help clarify thingOver to you. Based on your podcast, am assuming that BP shouldn't vote on this until 15% registered Token holders have voted, to provided a clear mandate. If these are the rules, then BP should adhere to it. As you have highlighted these concerns in this podcast, I will suspect it will get notice by EOS top leadership.
Lets await if any of 21 BP makes further comments.
Note: Just the obvious, you have consider the BP who have already voted, weren't BP in the recent past.

Good on you for remaining ever-vigilant and avoiding frothing fanboy-ism! You're a true friend of the EOS project in that a true friend will be honest instead of nice when the situation calls for it :)
I'm catching up on weekend material missed so I doubt that this opinion will reach you before you respond. Nonetheless, simply from an organizational perspective, what you're describing can't happen. Even if you get good answers, it remains unacceptable that someone of your skill and interest does not immediately grasp such fundamental rules. Rules or guidelines are only of worth when those to whom they apply can understand effortlessly so the work may proceed. Not really worried about FUD, but glad you're taking this on.
i dont known, perhaps they aprove in advance because they want something 'aproved' with no further delay on their behalf ...

Always nice for you to analyze the system but you got it wrong. Voting for BP is where we have power
BPs can vote 'yes' and wait with the implementation of the proposal until a certain percentage of voters is reached.
What happened is that everybody knows that achieving a 15% turnout for proposals is just not going to happen any time soon. So BP's will just have to take the polls as an indicator rather than a real vote (for now).
Which is actually fair, it's not as if one didn't get the chance to vote as a token holder, the problem is that token holders are not always that involved (only invested), are not aware, do not have the technical knowledge, etc.
There is certainly an opportunity to change this in the future and make it easier to participate. But it will obviously take some time to make this happen.
A DPOS typ of algorithm needs to adapt and can't stagnate, so the protocol needs to move forward.
It is what it is...
I am not sure as well but agree that the optics seem to make the BP seem like proxies for the tokenholders and their vote. I will mention @lukestokes here as he may be able to answer your question as a great proponent of not only EOS but of the governance of it.
