What happened is that everybody knows that achieving a 15% turnout for proposals is just not going to happen any time soon. So BP's will just have to take the polls as an indicator rather than a real vote (for now).
Which is actually fair, it's not as if one didn't get the chance to vote as a token holder, the problem is that token holders are not always that involved (only invested), are not aware, do not have the technical knowledge, etc.
There is certainly an opportunity to change this in the future and make it easier to participate. But it will obviously take some time to make this happen.
A DPOS typ of algorithm needs to adapt and can't stagnate, so the protocol needs to move forward.
