Preminer is one who was able to mine Steem while it still used Scrypt PoW (same as Litecoin).
Many of these accumulated massive stake which they DO NOT use in ways that most of the community sees as helpful but rather they act in ways that many see as abusive and harmful to the platform.

I remember you getting into it w/ that dude @l0ki about it if I recollect. From a technical perspective, think you are right that this term isn't entirely accurate but a misnomer that people use for those that were in the know while mining was ongoing.
