This picture is "symbol within a symbol" or "symbol of the symbol" for me. First of all, seagulls, although unpleasant creatures, are the most obvious symbol of the most beautiful place in the world - the sea, wherever it is located. Secondly, this wooden figure represents this symbol in a different and artistic way.
