As @tykee mentioned it's all about the Hive Power delegation, though if people are ready to give delegation and they will get 80% curation in return that will be enough I guess to start with. But for that something has to be started.

I think people[prospective delegators] will take interest when the model is live.
@tykee has started and let's wait for hom to come up with the initial design. I am ready to start something along with him. We also have previous moderators in the links of @abh12345 and @emrebeyler and thus we can get started as a community.
