Its a horrible system. My husband's car broke down in an empty spot 5 minutes from our house. We called to have it towed but the tow truck driver didn't arrive quick enough. Someone else saw our car and had the cops get it towed first. Such a waste of money for us! It was the weekend so we had no idea where our car ended up until the beginning of the week. We thought it was stolen for days until we finally got in touch with a cop who figured out what happened. Had to pay a fee to get it out of the impound lot and we didn't have much money at the time. Then we had to pay to get it towed to a mechanic.

Sorry to hear about your bad experience.
We actually face the greater problem of the vast majority of people who support the state and its bad actions. If it weren't for that "someone else" who saw the car and ratted you out, your efforts to take care of the situation yourself would have been successful.
And, as you learned, cars are "kidnapped for ransom" and you must pay to have your own property returned. Too sad. Insult on top of injury...
