Well something like the FB groups function or the way it is set up over on the Minds platform.
It creates a smaller interaction pool, but also allows you a place to post things that would, most likely, only be interested in be interesting to those in that group.
It takes the tag system one step further.
but followers on steem is pretty much the same or ? i can only build things upon steem, but cannot change basic functionality. if i tried to put more like facebook features, then i need to launch a compete project backed by steem community. At the moment i donot have enough support and money to do it. but your idea is great, and if i ever got a chance to do it, i will definitely do it.
