One of the things I am most uncomfortable with living in the Philippines is being a first-hand witness to animal sufferance... almost EVERY DAY! So many pets are abused and neglected here it can be absolutely sickening some days.
This particular day (Video), my niece and I set out down the street in search of a small abandoned puppy I spotted the day before. As it turned out, there were three puppies that were left to fend for themselves. It appears the mama had abandoned the pups as she likely ran dry on milk because of malnutrition. These puppies would all eventually die as they were literally helpless. Who ever owned the mama dog was not about to feed them, so I intervened...(watch video)
A Culture of Animal Abuse
Seeing permanently caged dogs used as house alarms is the most prevelant and cruel thing you will see here. You will also see things like dogs tied to a rope so short they cannnot lay down or reach their water bowl... many times in the direct sun and without water.
I can only hope this message brings some attention to the many Filipino citizens on this platform or who live in the Philippines about the responsibilities of pet ownership. Pet ownership is a committment to the long-term well being of any animal, not just while they are cute and cudley! If you cannot responsibly care for an animal for their entire life, then do not get one. If you have a pet that you can no longer take care of, at least make a concerted effort to find them a good home or have them spayed or neutered before you set them free.

In some parts of the Philippines you can report animal cruelty in progress (such as persons in the act of a 'dog katay' or selling and buying dogs for the dog meat trade, or inflicting harm to animals), please report the incident immediately to your barangay officials and/or to police hotline 117. The Philippines Animal Welfare Society (PAWS) needs citizens (and witnesses) to be taking steps in filing charges to help prevent these cruelties from happening.
In order to prosecute criminals for the violation of the Animal Welfare Act, PAWS needs complete details (date, time, exact location, people involved). If you are not willing to execute an affidavit, please recommend another eyewitness who will. Everyone should learn to take a stand against animal cruelty in the Philippines!
My wife currently feeds about 13 feral cats across the street from our home in an empty lot just because nobody wants them anymore. And we have three of our own to feed and care for. We at least offer them as much care as we could possible give them. I just wish the neighbors could pitch-in also.

I don't think having a poor person arrested or fined is the answer. I am guessing some of this happens because they get the animal when they have a bit of coin.... Then as times get tough, they feed them less or release them.
It is very sad. Pets are great companions, but as you said...they are the owner's responsibility to care for.
Personally... I would be more likely to support putting animals to sleep(painless kill) and 'teaching people to fish', than to support 20 homeless animals that the natural ecosystem (people or nature) cannot support.
How are the conditions there for outside cats? So many that rat/mouse populations are next to nil? Or a valuable part of rodent control?
Cats seem to survive better outside than dogs. For a dog to survive, they need to form packs and kill small animals(like wolves do). Clearly, that doesn't work well in an urban environment... They become dangerous trouble dogs.
I hope your kidness and encouragment can help sway the people. Just don't be too heavy handed about it. As an outsider you would likely cause insult.

Your're right. The humanitarian nature of the Filipino people prevents them from turning over a neighbor to authorities... that's why there is such a problem. It should start with education, but we all know (those of us that live there) about how well that goes with the littering problem. It just doesn't work. The humanitarian euthanization program is the only way at the moment, but it costs money do conduct a full-time operations. Cats on the other hand will be the only co-survivors with cockroaches after a nuclear holocost. We don't see many mice or rats around our place. But then again, our group of feral cats are well fed... thanks to the Mrs. ;)

Sad reality in many countries @retiredinsamar in all the years we have owned dogs, after the first two ( six dogs over a 35 years period). We had to make a quick decision to allow dogs to sleep in doors due to the theft of dogs at the time.
Many are stolen for dog fighting, dog breeding and yes many most probably taken as food. Feral cats are fed by caring individuals in the village, caught 'fixed' and set free again at the cost to private caring individuals.
Abandoned dogs battle and do not appear to settle as easily, it is a hard decision to take car of them with rabies outbreaks a continual warnings, so normally qualified staff capture them, most end up being put to sleep.
Before getting a pet one must really be sure that this is what they want, I agree with you it is totally heat breaking and carries on all the time.

I stayed in PH for 2 weeks. It is a beautiful country, with amazing culture and people - but the state of animal care is pretty bad. Its so sad to see dogs chained up and neglected. There needs to be more education on how to treat pets. Thank you for the effort you put in.
