When a hurricane hits, how do people protect themselves?
Anecdotally, Puerto Ricans are some of the happiest people we've ever met, even despite their relative poverty. They are friendly and never miss a chance to celebrate life. The do everything on "island time", so they’re much less focused on being productive and much more interested in enjoying life. Fortunately, given the weather and natural beauty of the place, it's possible to really enjoy life here even if you're relatively poor.
The requirements to move here depend upon where you’re moving from.
When hurricanes hit, people simply hunker down in their homes. The walls of most homes are made with reinforced concrete, so they can easily withstand the winds in most cases. The roofs, however, are a different matter. Many, many people lost their roofs to the winds.
There were very, very few casualties as a direct result of the hurricane force winds and immediate floods. Most loss of life resulted from the subsequent challenges (no electricity, bacterial infections, contaminated water, reduced access to medical care, etc.).
