If you're looking to sell goods or services to locals here on the island, the business environment is challenging. Puerto Rico has essentially been in a depression since 2006. Last year it finished second (I think) to Venezuela as having the worst economic performance in the world (but that was at least in part thanks to Hurricane Maria, which pretty much shut the island down for a good 90 days). Unemployment and poverty are quite high.
However, if you're looking to live here and export goods or services from here to folks elsewhere (as I do), then the business opportunity is enormous. Good labor is plentiful and comparatively cheap, and there are some amazing tax incentives for businesses that relocate here. There's a vibrant and growing crypto community here.
Like most places, crime and security in Puerto Rico are really dependent upon your specific location. There are definitely areas to be avoided. However, if you're not involved in drug deals and you stick to the beaten path, crime in Puerto Rico is really quite manageable. There's been an understandable spike in crimes over the last 90 days post hurricane Maria, but I don't expect that to persist.
We walk around Condado of San Juan at night all the time and we've never felt unsafe.
