Wikipedia page shows that steemit has only 950000 users. There's too much room to grow I think.

These voting bots are reminding me of lobbing in Washington. On the one hand it's not really good and on the other at least people do it officially.

It had 950k accounts (when that was written) but far fewer actual users. Many of those accounts are inactive or bots. The last estimate I saw was something like 50k-100k active users, but it is difficult to get a very accurate measurement.
