watching the original video of the taxi driver fourth floor clearly shows that the light flashing is not in sink with the shooting and continues before and after the shooting. Unlike the other video where it was filmed from a distances, the Taxi video was not meaning there was no chance it was due to sound delay. The light was either a reflection or a strobe of some sort. If it was a shooter, the window would have been busted out and that was not the case.
