Guess we are finding the issues with this place unfortunately.
I have friends who would absolutely 100% downvote this topic. It was a personal mission of theirs to maje anyone questioning the potential of weather mod feel stupid as possible.
Not surprising, but very sry that was the case. :(
I was going to comment on your previous post but was busy so I guess I saved this for now:
Christmas week, North America had a extreme cold.
That same time this happened on radar 
It pushed the polar vortex over all of the northern hemisphere. Similar thing happened 2 weeks ago when the polar vortex came back and we had that flash freeze.
