Puerto Rico ACT 20: House passed amendment for employment requirement

The Secretary shall establish through regulations or administrative determination criteria to used in the evaluation process of applications, including as criterion for assessing the contribution that such eligible business makes the economic development of Puerto Rico. Such criteria may include, but are not limited to: (i) creating jobs; (ii) capital investment; or (iii) direct or indirect contributions to the economy. The Secretary may require the decree, if the business needs employees or independent contractors to carry out their operations, certain numbers of employees or, in the case of independent contractors, such contracts are made with residents of Puerto Rico or entities engaged in trade or business in Puerto Rico. Businesses with exemption decrees or submitted and pending approval requests already had hired direct employees, may not dismiss such employees by reason of this Act have been amended to modify the job requirement.
