Yes, you can claim those Tickets here. With your SP, you should be able to claim 1 ticket every 5 days or so, just like me.

Got a question for you @trincowski. I claimed one account ticket last week. My RC’s are at 100% now but when I try to claim another ticket it says I need 13.... instead of the 11..... RC’s that i have—the same amount as last time. Do you know why it’s doing that? Thank you.
Ah, yes. The Account Tickets have a variable price. They seem to vary between 8 and 9 billion (?) RC and 13 ... Wait a few hours or a day and try again. I had the same issue a couple of times, too.
