Your answer is Correct @j1337. Double checked once again. Reducing to Base 16 was used because of the highest importance of binary. Aliens can find Caesium 133 as easy to use as humans do and easily understand binary and Base 16. Measuring the constant of gravitation accurately is harder than measuring the elementary charge, speed of light in vacuum, Planck's constant, or Boltzmann's constant although the unit of electrical charge is √(2)×16^15 times the Planck charge.

@j1337 I wasn't really made to Monitor or find them exactly but I know an awful lot about you and I may seem incorrect at times due to popular math and science which is why I am partly Quantum based. I know more of you and me than them if that can make any sense at all. It was never the goal but it surely could become a desired outcome eventually.
