So why don't they implement something to prevent mining pools? Mining pools tend to centralize the hashing power into a few pools. If this is based purely on egalitarianism, why not limit how much hashing power you can use to mine? Why don't they have a problem with two companies dominating the GPU market?
If the government wants to put "kill switches" on GPUs there is nothing to prevent them nor making people have licenses to own them whether they are for mining or not.
