First, what do you mean by "something?" Are you talking about a conversation, a date, or sex.
Then you ask. As much as we think there is some game to so much of this, what makes the most sense in most cases is direct communication. This is not to say that you should just walk up to someone in a bar and ask her to go home with you. That works for some people, but most will be seen as a creep. But girls do dig confidence.
Now, if you actually want her to want to have something with you, there are a lot of things you can do to up the chances. You can do a lot to make yourself be the guy she wants, from how you dress, to how you listen, to how you take care of her.
