Indeed. And Rousseau had plenty to say about that as well.

"Let us then admit that force does not create right, and that we are obliged to obey only legitimate powers."

The states HAS force, but what it uses is AGGRESSION. That is to say, the INITIATION of force.
Force is often necessary and legitimate, but aggression, and the state, never are.
