Perhaps throughout most of history individuals have had the attitude of "Live and Let Live". I would argue that before the modern era governments probably had very little intervention into everyday life and most conflicts were resolved through local customs.
Governments are entirely obsolete or unnecessary today. Specifically, due to the Internet and the Blockchain. The same services can be provided in a voluntary and peaceful manner. Individuals can crowdfund or vote for what they believe is good or for their own common defense.

To address the bad player, service providers could team up with an arbitration service or even follow a rating system of market participants. If you breach your contract, then it follows you around like an Ebay rating.

When people are free to choose, and do not assume some other entity is responsible for the world, they will be inclined to be more responsible about their decision.
