The above is only partially correct (btw: I love your writings), they use two levels of control, the first being contract which entangles 99%+ of us, such as Banking agreement, Drivers License, Passport, and any thing else where we 'agree' to be a Citizen (Subject). For the handful left over, those who are stateless, TPTB exercise authority over anyone who has not formed a 'compact'.
