I agree to a point, though in some states every accident is "report-able" and you must call. Here in PA we have non-reportable accidents, like the one you had. But when I lived in Louisiana I had the cops hunt me down because I bumped a car in a parking lot (a TINY chip was taken out of the paint). I left my info and left the scene. They told me that I left the scene of an accident and could have been charged. O.o ??
I did call the cops last week. My neighbor stole my car. Technically an "unauthorized use" --she was to borrow it for two hours, and instead took it for two days and went on a bender. I never thought I'd see the car again, so I went full throttle to get it back, to include filing a criminal complaint. She's sitting in jail now. My feelings are all over the map on the whole situation but... she got trashed while she had it and could have killed someone. I don't want her to go to jail, I'm hoping she just get probation and rehab.
