I don't think anything above that first tier should be a mandatory collective payment to society. Really I don't think there should be taxation at all but I think reorganizing it to only pay for necessities would be the first start to eliminating it. There will always be people trying to creep there interest into laws for their own benefit. The only thing everyone needs to survive are those 4 things I've listed. If you want anything else on the next tiers then it should be by choice that you pay for them. Even military or police/fire/ambulance service (second tier) should be voluntary. Military might be a bit difficult to figure out because how do you defend a country where only half the people are paying for the service. The other emergency services could be run like insurance. If your paying than it's covered. If your not paying and you need help than here's the bill.
Right now it seems like everyone is running the rat race to provide their bottom level needs. While the government is taxing us like crazy to pay for the rest of the needs. It's completely backwards and I don't understand how it's excepted to be like this by so many people.
