I feel sorry for Pamana and the other eagles killed by hunters. They didn't even manage to get the meat from them. Shooting them is utterly useless and does only damage. There's nothing good about it.

I think deliberately shooting them while knowing that there are only a few of them left in the forest may be a sign of rebellion, if not ignorance. I don't know how much it would take to stop the killing.
