They saw that people feed the noble and beautiful ducks, so the pigeons came to parasitize on the opportunity of free food.
Notice how noble are the ducks, venturing on the thin ice to gather food. Pigeons are not that brave.
And here they honorably float in the ice cold water, while the pigeons keep to the pavement.
