Dog Aggression

So the issue with aggression in dogs is not so simple, it's a matter of nurture vs nature. In the majority of cases these breeds have been selected for said traits. For example dobermans, german shepherds have been bred as guard dogs then humans act surprised when they fail to train them properly and the dog acts out. It is the owner's fault for failing to give the breed what they need in terms of training and exposure/desensitization.

The fact of the matter is that when a dog displays aggression towards a human there is nothing that can be done for them. Even if the technology was there (which it isn't) legally the dog must be put down (in most countries). Now, some veterinarians have had success with drugs that basically make the dog groggy + behavior re-training but in my opinion a dog that needs to be drugged so it wont be aggressive is a dog with low quality of life and we as their humans are responsible for ensuring our animals have the best quality of life that is possible so I would not consider that as an option as much as it would pain me.

Ultimately the decision needs to be assessed by both veterinarians and behaviorists + the owner to determine the best course of action as it is not one size fits all.

As cutting the line, that's why you neuter dogs, and why responsible breeders do not breed individuals that have displayed negative traits. However, like I mentioned above, most of behavior issues in dogs are the fault of the human who fails to train them and give them the attention they need for the specific breed.
