It's a huge ordeal, it was legal in Germany then they banned it and now it's legal to import, but only for licensed natural pharmacies and laboratories. So I think you might be able to find it in one of those "natural pharmacies"...@balticbadger
The European countries all have their own little laws about stuff like this, but it's often the EU-law that is final, or at least so it should be for the member countries. But yeah read the article below.

You could hypothetically try to import it as a novelty item, or just get/buy it in Holland.
Germany has weird kava kava rules that don't make any sense...
