What is this art?

I would say I am rather remedial when it comes to art. I don't try to dig too much into the hidden meaning of various pieces that I encounter because mostly I just try to think about whether or not I appreciate it for what it appears to be to me. Perhaps that is the whole idea behind art.

Anyway, this piece kind of threw me for a loop. There is no plaque, there is no sign telling what it is, it's just some lump in the middle of a giant pathway in Da Nang, Vietnam. Is it lovely? I don't know. The area was though and there is plenty more installations all around the area that are artistic in a certain light as well. Is it the "beauty is in the eyes of the beholder" type situation?

A few things come to mind when I look at this. A couple of cartoon slugs saying hello and also i guess pipes of some sort? It doesn't hurt that it is on the water and that always seems nice.

I think i have actually seen this piece but I'm not sure about that. I guess it is alright, but the last time i was in a modern art museum I felt like it was a gag show with hidden cameras because I just don't understand why most new art is considered valuable or even art for that matter
