Art is anything refracted creatively, it is the comfortable abstraction of sense.
It is meaningful in a forward and backward way, such as in martial art - you must perform - you must respond(inter alia tool art where a painting is made and then reflected on).
Some painters may find meaning in their art after any skill is used, an element of luck.
Is there good art? In my opinion art can show more or less knowledge of techniques/strokes and one's stroke can be more apt than another. Take the two pictures I posted, a good judging is the second is more perfect than the first, but the artist's skill is similar
