(maybe I am exaggerating a bit, but I remember one display as particularly over the top. But I have seen some examples in almost every single one.

Is it castigated? I mean, it says there that disrespect to Buddha is wrong by law, but do you know if they are actively using that law much to go after citizens, or tourists even?
I would suppose that if there is such a big education campaign, they must! At least fragrant examples of decorative abuse.
Although some of the old Buddha statues are pretty decorative. :)
