I'd probably look to create a community whom I've interacted with and are amazing content creators but don't get the rewards they deserve and start pvoting their quality posts. Other than that encourage users through a contest in which the winners would get a 100% upvote and so on so that newer people start creating more blogs and get rewards for their self esteem and get encouraged on the platform.
