Hmm... $2400 per vote you say. 1 month. Well, without giving this too much thought, my answer is:
Before doing anything, I would crunch some numbers and see exactly how much I need to continue my education and afford my living expenses until December 2019.
I would probably give myself one fat, juicy upvote per day until the last ~10 days or so. After that I would probably start to upvote my own content two times per day with 100%, but it depends on the numbers I got in the beginning. However, that should be enough to grow my account and to continue my education and it should be enough to cover any unforeseen circumstances along the way.
So, during the first ~20 days or so, I'd probably spread a handful of 5-10% votes across the platform. Mainly to people who've been supporting me through thick and thin. I would reward my audience, as that would ultimately give me more support in the future.
Next, I would focus on the asapers. I would (like I do today) curate newcomers and red fish through the asapers project. I would also upvote the asapers posts with 100%, just to make sure that the project will be in a position to operate properly. After that, I'd focus on the "push people"-initiative. Instead of sending users steem/sbd/SP, I'd give anyone in range of a community push an upvote that would push them to minnowhood.
That would ultimately make it easier for everyone involved in the project, as they wouldn't have to sacrifice any of their own rewards during this time, and it would also produce a bunch of minnows, which I truly believe can be seen as our first real middle-class on Steemit.
I thought about doing something to counter any form of "reward pool rape" or whatever too, but I wouldn't. As my SP would be limited for 30 days, it would be literally impossible to change things up, as the "rape" could easily continue after the 30 days. Therefore, I'd empower those I can and reward authors I like instead.
I would probably go to the introduceyourself posts and start upvoting newcomers too. Just with a tiny fraction of my VP, but it should be enough to encourage them.
I'm not entirely sure of how much VP I would have left after doing this. There's a bunch of things I would do. However, on the final day, just before I'd lose the Steem Power, I'd go nuts and do a bunch of 10-20% votes all over the place. Until I had 0 VP.
