How to make an avatar like this:
This avatar was created using Gimp. It is a posterized image. It takes a bit of trial and error to find the right image and the right number of posterize levels, in order to get the desired effect.
Then the result can be cleaned up by selecting areas that you want to be a single color. Growing the selection by 1 or more pixels then shrinking it back, can be used to smooth the boundaries between colors. In this image I smoothed some boundaries a lot, and left others as the posterize filter made it.
