The priority quota of government jobs is very complicated. As a result, there is a problem with the selection and distribution of candidates. Public Service Commission (PSC) has complied with the complexity and has been advised to simplify the quota system.
Earlier, 21 percent of the priority quota was vacant. PSC claims that the vacant posts of freedom fighters, women, ethnic and district quota are being filled from merit list from the 35th BCS convened in 2014. But the merit list does not reveal how many jobs are getting in the quota, the company does not publish it. As a result, there remains opacity among the job seekers. Now the 38th BCS is running.
In the meantime, on 17 February, the demand for reforming the quota to 10 percent, the general general rights reserved by the Bangladesh General Assembly. Through the Facebook event, the movement started and spread all over the country. The government has decided to suspend the quota for the quota reforms in the first phase. But a part of the protesters announced the suspension of the movement, but another part of the program announced the continuation of the program. Later on April 11 the Prime Minister announced the cancellation of the prime minister. The protesters gave a new program because it remained a month but the notification was not issued on protesters.
Outside the PSC, the rate of quota of vacancies in the government and other government jobs is 25 per cent. If there is no suitable person in the quota, the posts are going from zero to year after year.
There is provision for recruitment of 55 percent priority quota (freedom fighters, women, ethnic and district quota) in the first and second class government jobs. The remaining 45 percent of the recruitment is based on merit. In the third and fourth grade jobs, there are some quota, including Ansar-Vedipis.
A former PSC chairman said in the first light, many people do not know how to use quota. On behalf of withdrawing the district quota, he said that 55 percent quota is currently divided on the basis of district population. The district is divided into sections without matching it. It is so complicated that there is a scope for tax evasion.
According to the PSC, after the Awami League government came to power in 2009, initiatives have been taken to distribute 55% of the quotas in the district quota apart from quota terms merit list. The Prime Minister was also positive. But after the proposal in the cabinet meeting, it was not implemented in opposition to some ministers.
A former PSC chairman said, the current system has a quota effect on one quota. According to a research conducted by the PSC in 2008, former caretaker government advisor and former cabinet secretary Akbar Ali Khan said in the first light, there are currently 288 types of (an optional) quota in government jobs. According to him, the quota situation should have been reviewed after five years.
In a number of annual reports, the PSC said that the implementation of the current cosmological policy is very complex. In some cases it is almost impossible to choose the right candidate for 100% accuracy. They give the idea that the quota system is easy to make.
As one of the PSC, 5,609 posts were vacant in the 7th examination from the 28th BCS to the 34th BCS in the year 2013. This number is approximately 21 percent as jobable position. That is, about 21 percent of the posts were vacant due to lack of adequate candidates in Kota.
