To be clear, I think a real UBI would be both necessary and effective.

This proposal is neither. Because it's not a UBI. It's not unconditional, nor basic. They call it a citizen's income for reasons of propaganda.

It is a monthly income, given only to the unemployed, with several strings attached, including, the recipients must accept one of the first three job offers they are given, no matter what and where they are; at which point they stop receiving the income. Which lasts for two years tops, anyway, and it is not renewable.

Problem is, unemployment here in Italy is structural. Recipients will get some money while looking for jobs that simply aren't there. And then they will be back where they started.
