According to both articles, it is free money. - Receiving money, having not earned it. Neither article covers actual cost of the plans which would likely be as much as 10 times the current federal budget for the US, or in other words, half of the GDP of the entire country.
And to 'fund' the plan, the only suggestions are endless taxes or to have the government print the money.
Hardly sounds ethical. Beginning a charity plan with theft is on its face immoral.
