"Collusion" is not a crime. No such crime.
The "Russian Collusion" Propaganda scheme was hatched the day after the DNC and HRC campaign [same thing as Bernie supporters sadly discovered] found they had lost control of some of the evidence against Hillary, Obama and the whole lot.
It was created as a "red herring" since Trump was a wild card, and their crimes are various and expansive. They could not be "insured" that they would not be exposed.
The records on government servers are supposed to be retained by the government. Since Hillary C linton was running a crime network and needed a private server to do that, it was a dangerous thing for those perpetrators when they discovered they lost control of their records.
Notice Bush, Clinton and Obama are all on the same team. And hysterical that they lost the prize. They never thought they would lose.
