A response bot owner who wants to move with the times might, set guidelines, create white lists, monitor the users, and update their pricing. I agree with Asher I expect to see some delegators remove bid bot delegation and choose to earn through curation albeit perhaps it will be lazy curation. Looks like the hard forks have worked really well to me!
