I have to admit...i see a lot of bad tweets and articles on youtube and reddit about Dig but they really have their act together..they are always innovating and always in touch with the community..they are getting launched on all sorts of new exchanges and wallets and the technology is awesome...the ones that are hated the most always surprise..i see this thing really doing well

Yes, but the /usd is ahead of the /btc; so it's almost like having a leading indicator!

What does a price breaking out of the cup and handle mean?
it means it's going to uptrend, especially after such a long cup phase. This cup phase looks like 8 or 9 months long. It's going to booooom.
