I think for whatever reason btc is doing everything it can, including cartwheels to slow the implementation of Segwit & Lightning. In my humble opinion this could cost them in the long run. Ltc has it, implemented it & it works fine, what's the problem? Perhaps they're a bit too loyal to miners? Users out # miners by far. I don't know one person that wants to pay more just to move money around. Not when there's altcoins like Steem around... or maybe LTC? At this point there's not enough action coming from core, at least for me.
