There is already many Bitcoin Debit card providers it may be hard to find them all at one place and I made a list.

Xapo Debit Card

I only have experience with Xapo and E-Coin (Wirex)

Xapo requires a cell phone in order to work, because they send SMS confirmations. Since that did not work in my country (that has happened with overseas businesses before with automated messaging), and since their support was not terribly helpful — they accused me of using a Google Voice and said I needed to get a cell phone (which I was using) I decided to go with another provider.

E-coin (rebranding as Wirex) has worked out excellently, and works just fine.

Now, any purchases outside of the currency that you buy the card in (USD, GBP, EU) will be considered foreign transactions and subject to a 3% foreign transaction fee, aside from that there's a $1USD maintenance fee. No transaction fee if you are spending in the currency, so that's fine for people in the States, or Europe, but for me in the Caribbean there isn't really any other option but to take the 3% fee.

All of the cards out there are pretty much the same, but E-coin is looking to bring down that 3% fee to 0.25% and that works nicely for me.
